Early stage you should not generally need to be bringing in senior management but they are the ones for who the option pool is primarily aimed, so it could be argued that the option pool is not required until you intend to scale the business. Especially if non executive staff understand that options are unlikely to make them rich (and may not even cover their reduction in salary if and when you exit). „
